Reading licence usage correctly.

In short

A licence nobody uses is only a savings opportunity if its usage could actually be measured. PureTenant therefore distinguishes: used, not used in the period considered — and not measurable. “Not measurable” never appears as zero. It means Microsoft delivers no usage for this person or service that can be assigned to an identity.

A date where there is one — time windows where not

For email, Teams, SharePoint and OneDrive, Microsoft’s usage reports give the date of the last activity within the reporting period; an empty cell there does not mean “never used”, because the period is limited. For the Microsoft 365 apps, per application and device type, Microsoft only reports WHETHER something was used. PureTenant fetches that report for the last week, the last month and the last quarter — which shows how long ago a use was, without inventing a date.

When the tenant conceals names in reports

If your tenant conceals the names in usage reports — a setting in the Microsoft 365 admin centre —, Microsoft delivers random identifiers instead of names. No usage can then be assigned to a person, and every column would be empty. PureTenant detects this state and reports it as a cause that can be fixed, instead of showing everyone’s usage as zero.

From finding to recommendation

Only once assignment and usage are evidenced does an observation become a recommendation — and each one states its reason.
